PROJECT PURCHASER

The PROJECT PURCHASER is responsible for assisting Project Managers and Superintendents in the planning, procuring, expediting, and scheduling deliveries of materials and services to the jobsite. The primary responsibility is to provide buyout support and material and equipment procurement in accordance with project budgets and schedules. Responsible to protect and promote the interests of OTL in all commercial transactions. The PROJECT PURCHASER is a full time; salaried, exempt position based in our Anaheim, California office, will report to the VP of Operations and will be responsible to the Project Managers and Superintendents.

Roles & Responsibilities

The primary role is to support project management and field operations by completing tasks as assigned, which will include, but will not be limited to the following:

  • Identify long lead items and prepare a procurement log and schedule with Project Manager
  • Prepare and maintain Submittal log and schedule
  • Negotiate contracts and purchase orders with suppliers
  • Prepare and maintain buyout spreadsheet
  • Issue purchase orders for procurement and expedition of materials and equipment for jobs
  • Manage change orders to purchase orders
  • Meet subcontractors and suppliers on‐site as necessary
  • Ensure compliance to project budgets and provide analysis of deviations
  • Research new materials for design and cost savings
  • Develop and implement new purchasing strategies to deliver ongoing cost reductions and process
    simplification
  • Maintain relationships with subcontractors and suppliers
  • Establish new relationships with subcontractors and suppliers to ensure adequate resources for all
    projects and to continually improve pricing and quality of work
  • Assist in ensuring awareness and company compliance to all building codes and local construction
    guidelines
  • Assist in maintaining company quality control program
  • Assist in settling invoice or contract disputes
  • Forecast upcoming demand
  • Manage materials/equipment inventory
  • Prepare submittal packages
  • Provide material and equipment information required for O&M manuals
  • Tracks vendor issues for follow‐up and resolution – initiates dialog and requests support from
    regional manager as required
  • Distributes daily delivery schedule via email to inform field of scheduled deliveries

  • The PROJECT PURCHASER position will require excellent interpersonal and communication
    skills and the ability to work well with all levels of internal management and staff, clients and vendors and a neat personal appearance
  • Be a self‐motivated individual and display initiative, with good time management skills and the ability to manage multiple and sometimes competing priorities effectively
  • The PROJECT PURCHASER must be reliable and able to report to work each day on time
  • Excellent organizational skills are required as well as the ability to function well
    independently with limited supervision and work well within a team
  • The PROJECT PURCHASER must be computer literate, technically competent and fluent in
    English
  • Possession of a valid driver’s license with a good driving record

Physical Demands and Work Environment

The PROJECT PURCHASER will be working in both office and field environments that require bending, kneeling, or stooping in confined spaces, walking up and down stairs, ladders, and inclines, maneuvering on job sites that may be uneven and contain various hazards such as open holes, working with their hands and various tools occasionally, raising or lowering objects from one level to another, lifting, carrying, and moving objects weighing as much as 75 pounds. While performing the duties of this job, the employee may be working at a construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
